The Inland Empire Fair Chance Coalition is working to insure that all people with criminal convictions have a fair chance to gain employment, housing and the support they need to thrive. We are launching a Fair Chance Hiring Campaign October 29 2015.


Coalition members include: students and faculty from the University of Redlands, Time for Change Foundation, All of Us or None Riverside, Starting Over, Center for Employment Opportunities, IE Concerned African American Churches, Inland Congregations United for Change and California Partnership.

Our Team

University of Redlands Faculty & Students

Dr. Jennifer Tilton has worked with a team of students to do research on city and county hiring practices in the Inland Empire and on national fair hiring best practices.

The mission of TFCF is to empower disenfranchised low income individuals and families by building leadership through evidence-based programs and housing to create self-sufficiency and thriving communities.

All Of Us Or None is a national organizing initiative of formerly incarcerated people, their loved ones and allies that organize and take action to end the discrimination faced by formerly incarcerated people in areas of employment, housing, education and social services that we face as the result of past criminal convictions.

Starting Over's mission is to assist low income men, women, and children in need of housing by providing low cost transitional housing and reentry services to community members in Los Angeles and Riverside Counties to foster self-reliance.

Working with congregations, schools and neighborhood institutions in San Bernardino and Riverside County, Inland Congregations United for Change (ICUC) brings people together to strengthen families and improve communities. Inland Congregations United for Change is an affiliate of the PICO National Network and of PICO California, the largest grassroots community effort in California.

CEO offers comprehensive employment services exclusively for people with criminal records. CEO’s model is based on a highly structured program of life skill education, short-term paid transitional employment, full-time job placement and post-placement services. This year, CEO anticipates preparing more than 3,000 people to move into mainstream employment.
